“In Case of Emergency”, with the also very commonly used abbreviation “ICE” can mean a variety of things depending on who’s talking, scope of discussions.
Ultimately “ICE” more refers to document(s) that can be easily retrieve when something happens, than any kits with tools, et c.
“ICE” is more like guidance information and not directly referring to anything physical.
